UNESCO

UNESCO is the only United Nations agency with a mandate in higher education, working with countries to ensure high-quality opportunities are available to everyone, with a special focus on inclusion, qualification recognition, and quality assurance globally. 

• UNESCO's overview of Global Citizenship Education, describing it as a framework that empowers learners of all ages to promote solidarity and make meaningful impact locally and globally — with a history rooted in UNESCO's founding mission since 1947.
• UNESCO Recommendation on Education for Peace, Human Rights & Sustainable Development (2023). Adopted at UNESCO's 42nd General Conference, this international standard-setting instrument calls on Member States to promote intercultural dialogue, global citizenship, and sustainable development through education at all levels.
