Bicycle, Electric Bicycle, and Electric Scooter Policy

Purpose

Seton Hall University promotes the use of bicycles, electric bicycles (e-bikes), and electric scooters (e-scooters) as alternative means of transportation, supporting the University’s goals for a more sustainable campus. This policy establishes responsibilities and procedures to ensure pedestrian safety, proper operation, and enforcement of bicycles, e-bikes, and e-scooters on campus, as well as parking regulations.

Scope

This policy applies to Seton Hall University students, faculty, staff, employees, and visitors to the main campus.

Policy

All people operating a bicycle, e-bike, or e-scooter on University property are required to comply with all applicable New Jersey State Statutes, university policies, and all traffic control devices. All bicycles, e-bikes, and e-scooters must be secured to an approved bicycle rack. Any of these devices not secured to an approved bicycle rack will be confiscated by Public Safety. Riders on roadways must obey all laws applicable to vehicular traffic. Pedestrians have the right of way, and riders on pathways and sidewalks must be careful and courteous to pedestrians.

Use on Roadways, Pathways, and Sidewalks

Bicycles, e-bikes, and e-scooters are permitted on all roadways, as well as concrete and asphalt pathways and sidewalks, except during times of heavy pedestrian traffic (such as class changes). Riders must dismount and walk during these times. Riders are encouraged to dismount at crosswalks. Use of these devices for tricks is prohibited, including, but not limited to, wheelies, jumps, and use on stairs, benches, or handrails, or any use other than transportation. Additionally, use of bicycles, e-bikes, and e-scooters is not permitted in parking garages; riders must dismount before entering the garage.

Registration

University community members and visitors are required to register their bicycles, e-bikes, and e-scooters with Parking Services, located in Duffy Hall, room 63. Registration is designed to prevent theft and assist with recovery of stolen devices. Registrants will be given a registration sticker, free of cost, which must be displayed on the frame (for bicycles and e-bikes) or deck (for e-scooters). Bicycles, e-bikes, and e-scooters  on campus without a registration sticker will be confiscated by Public Safety. *

Violation of Policy

Parking

Bicycles, e-bikes, and e-scooters must never be secured to light poles, benches, or trees, as this practice is not only unsightly but has the potential to damage University property.  Bicycles, e-bikes, and e-scooters must be secured to a University bicycle rack or  will be confiscated by Public Safety. Confiscation incurs a $25 storage and recovery fee. Reimbursements will NOT be issued for locks removed or cut during the confiscation process. Public Safety is not responsible for any damage that occurs during the confiscation or storage process. If confiscated items are not retrieved by the owner within thirty (30) days, they will be disposed of in accordance with University policy.  Bicycles, e-bikes, and e-scooters must not be left attached to bicycle racks beyond the end of the semester or they. will be confiscated.

Operation

Improper operation of bicycles, e-bikes, or e-scooters on campus will result in a summons and a fine of $25. Repeat offenders may be subject to the revocation of the registration of their bicycles, e-bikes, or e-scooters.
