South Orange Campus Parking Rules and Regulations

Overview

The university maintains parking facilities to meet the needs of the students, faculty, staff, and visitors. The university does not assume responsibility for security of vehicles or contents while parked on university property.

Parking and operating a motor vehicle on the Seton Hall University Campus is a privilege. The University reserves the right to refuse issuance of a parking permit, restrict or change the use of any space or area, anytime without notice. Parking permits are the property of Seton Hall University and may be recalled at any time.

Area of Jurisdiction

The information contained in the parking regulations applies to all university property, lots, roadways and the parking deck.

1. General Rules:

Parking on the Seton Hall University South Orange campus is by permit only. 24 hours a day. The university utilizes a virtual permit via license plate recognition. Violators are subject to ticketing, towing, vehicle relocation at the owner's expense, booting, forfeiture of all fees, revocation of parking privileges and/or judicial action. Permits are the property of the university and must be surrendered to Parking Services upon request for just cause. Ignorance of the parking rules and regulations is not an excuse. The driver and/or host are responsible for knowing the rules and regulations which are available at the Parking Services office and on-line at parking.shu.edu.

1.1. Permit Registration

Registration for a valid Seton Hall University parking permit is required at all times while vehicles are parked on university property. Registration applications can be completed online or submitted in person at the Parking Services Office.

1.2. Vehicle Registration

Vehicle registration is an individual responsibility. Non-receipt of registration materials or notification does not excuse failure to register a vehicle with the University. A vehicle is to be registered for an individual's own use. Registering a vehicle for another's personal use through false information is considered fraud. A student may not register another student's vehicle. Penalty for all parties involved includes a $200 fine for each person, cost of boot and/or tow, plus loss of parking privileges for an academic year.

1.3. Parking on University Property

Parking on university property is permitted for university business only. The purchase of a parking permit provides the privilege of parking on campus. Given the limited number of spaces, a parking spot is not guaranteed. The inability to find a legal parking spot does not excuse illegal parking.

1.4. Designated Parking Locations

Parking on university property is permitted only in parking lots, the parking deck, and designated areas. Vehicles must be parked entirely within a marked space. Absence of a marked space indicates NO PARKING.

1.5. Responsibility for University Parking Violations

The person who has registered the vehicle with Seton Hall University, regardless of the driver or owner of the vehicle, assumes responsibility for all outstanding university parking violations issued to a vehicle. Violations issued to a vehicle not registered with Parking Services may be investigated through state motor vehicles and other agencies. Any vehicle that is found to be registered to a relative of a current or previous Seton Hall University student or current employee will become the responsibility of that current or previous student or current employee, unless the registered owner takes responsibility for the parking violations by making payment in full. When no current or previous Seton Hall University student or current employee is found, the registered owner of the vehicle will become responsible for the parking violations. Students and employees are responsible for violations incurred by their guests.

1.6. State Registration Laws

State registration laws must be followed while parking on university property. Permits are issued for registered vehicles only. All non-university owned vehicles on campus are to be legally registered and insured in accordance with the state, if not the state of New Jersey. Use of a permit on an unregistered vehicle without valid state license plates or inspection sticker will result in the removal of that vehicle at the owner's expense.

1.7. Vehicles with Unpaid Tickets

ALL vehicles with unpaid tickets may be booted and/or towed without notice at the owner's expense. Once booted or towed the right to appeal is forfeited. Campus parking privileges may also be suspended. Unpaid tickets will result in denial of the privilege to register a vehicle to park on campus. Additionally, for students, outstanding citations will be assessed through their Bursar account; pursuant to University policy, outstanding balances may hold academic registration, transcripts, and/or diplomas. For faculty and employees outstanding citations will be assessed through payroll deduction.

1.8. Restricted Parking

No parking is permitted between 2 a.m. and 6 a.m. except for Resident Permits, Overnight Temporary Permits, Employees Permits (for those on university business only) or any other permit holder using the library during the hours of operation. Duffy Lot is closed between the hours of 2 a.m. and 6 a.m.

1.9. Overnight Library Parking

During finals when the library is open 24 hours, all university community members may park on the main campus between the hours of 2 a.m. and 6 a.m. for LIBRARY USE ONLY. All others MUST abide by the rules set forth for their specific permit. Failure to comply will result in a citation being issued and may be subject to being booted and/or towed. Please note that the campus is closed at 11 p.m. for non-community members.

1.10. Parking Alert

From time-to-time Parking Alerts, which are electronic notifications transmitting important parking updates, lot and road closures, etc. to the community, are issued. It is the responsibility of the university community to read and comply with these alerts.

1.11. Green Area Restrictions

The Green Area is a fire zone, it is controlled by electronic gate access. Only those given permission to enter may do so. Physically moving the gate arm is a violation of the University policy and subject to the judicial process. Parking is prohibited around the Green without proper authorization in designated areas opposite Mooney Hall and the curb located on the University Center side of the road nearest the McNulty Gate. Failure to observe the Green Area restrictions may subject the violator to university citation, tow, and/or South Orange Police or Fire Department summons.

1.12. Status Change

Change in status, for example resident to commuter, must be reported to Parking Services Office immediately for review. Failure to report a status change may subject the violator to ticketing, booting and/or towing and may result in the loss of parking privileges

1.13. Disabled Vehicles

Disabled vehicles must be reported to Public Safety. The vehicle must be removed as soon as possible and not longer than 24 hours. Public Safety can be reached at (973) 761-9300. Permission must be obtained from Parking Services for periods longer than 24 hours. Vehicles that are a safety hazard or obstruct the flow of traffic will be removed immediately at the owner's expense. Damaged or inoperable vehicles may not be stored on university property and will be subject to removal at the owner's expense.

1.14. Counterfeit or Altered Permits

The use or possession of counterfeit or altered permits is illegal and subject to the disciplinary process. Vehicles found to be in use or possession of counterfeit or altered permits are also subject to ticketing, booting and/or towing and may result in loss of parking privileges.

1.15. Improper Permit

Each permit is issued for a specific purpose and valid for certain hours. Permits used outside its intended purpose is a violation and a citation for IMPROPER PERMIT will be issued. An example of this would include an Evening Permit used on campus between the hours of 6 a.m. and 4 p.m., Monday through Friday.

1.16. Temporary Closure of Lots and Roadways

The university reserves the right to temporarily close parking areas and roadways for repairs, safety and special events. Vehicles parked in areas that have been closed by barricades, signs, or notifications are subject to ticketing and or towing and relocation at the owner's expense.

1.17. Snow Removal Operations

Snow removal operations are announced by WSOU, residence hall postings and electronic parking alerts. In the event of a sudden and severe snowstorm vehicles must be removed from surface lots and parked in the deck between the 2nd and 4th level. Parking on the 5th or top level is prohibited during snowstorms. It is the responsibility of the registered operator of the vehicle to be aware of weather conditions and remove the vehicle. Failure to remove a vehicle may result in the issuance of a ticket and relocation at the owner’s expense.

1.18. Parking in Handicapped Spaces

Faculty, staff and students parking in a handicapped space requires a valid Seton Hall University permit and the appropriate state agency permit. The proper identification issued by the state agency must be displayed at all times. Parking in the hashmarks of a handicapped space is strictly prohibited and will subject the driver to citations in addition to booting and/or towing.

1.19. Fire Zones

Parking in fire zones is strictly prohibited. Vehicles left unattended, regardless of the amount of time, will be ticketed and/or towed at the owner's expense and may be subject to South Orange Police or Fire Department summons. The following areas are designated as no parking zones: Seton Drive, Chapel Court and Madison Drive from Walsh Library to and including the Green Area. Hazard lights cannot be used for parking in these areas and displaying hazard lights does not make these areas legal parking spaces.

1.20. Loading Zones

Parking in loading zones is prohibited. Hazard lights cannot be used for parking in these areas and displaying hazard lights does not make these areas legal parking spaces.

1.21. Speed Limits

The posted speed limit on all campus roadways is 15-miles per hour. The speed limit for the parking lots and the parking deck is 5-miles per hour.

1.22. Faculty Lot

Only those in possession of a Faculty Permit may park in the Faculty Lots. Adjunct Faculty Permits are not permitted in these lots.

1.23. Signs and Markings

Signs and road markings are provided in the interest of parking control and safety. Therefore, signs and markings must be obeyed. Reserved spaces are posted throughout the campus. Only vehicles assigned to these spaces may park there and all others may be ticketed and towed at the owner's expense. Removal or damage of signs and markings is illegal and subject to the judicial and/or civil process.

1.24. Transfer of Permit

Permits are not transferable and may only be used on the vehicle(s) to which they are registered. Any vehicle found using a permit to which it is not assigned will be ticketed as well as booted and/or towed and may result in loss of parking privileges even if used by the original owner. Illegally transferred permits will be considered use of a counterfeit or altered permit.

1.25. Proper Parking 

Your license plate must be visible at all times. Your license plate is your permit to park on campus. Vehicles without a front license plate are prohibited from backing in or pulling through spaces. Your license plate must face the drive.

2. Enforcement

Parking regulations are enforced 24 hours a day, seven days a week. Violation types and locations are routinely analyzed, and enforcement adjusted accordingly. Ticket payments are due upon receipt.

2.2. Fine Payments

Fines may be paid in person at the Parking Services Office with Pirate’s Gold or by Bursar transfer (students) or Payroll deduction (faculty and staff). Fines may also be paid in person or by mail with a check or money order. Cash and credit card payments can only be accepted in person through Pirate’s Gold.

2.3. Appeals

Tickets may be appealed within ten (10) business days of the date the ticket was issued. After ten days the right to appeal is forfeited and the violator is responsible for all fines. Towing costs may not be appealed. The following violations are ineligible for appeal:

  • Parking in Fire zones
  • Parking in Handicapped spaces
  • Parking in reserved spaces
  • Use of counterfeit, lost, stolen or altered permits
  • Permit obtained by fraud including but not limited to community members found to be obtaining guest permits
  • Previously appealed citations

Once a vehicle has been booted and/or towed the right to appeal any outstanding citation is waived and all outstanding fines are due.

All appeals must be submitted online through PirateNet and the NuPark app. Appeals that are denied will be assessed a $25 fee in addition to the original fine and any applicable late fees.

2.3.1. Invalid Appeals

Parking Services strives to provide fair and consistent enforcement of the parking rules and regulations for everyone's benefit. If someone feels that a citation was issued in error the appeals process provides an opportunity to appeal the citation and possibly have the fine waived. However, appealing a citation in no way guarantees that the penalty will be waived.

Invalid Appeals include but are not limited to the following reasons:

  • "I didn't see the sign."
  • "Others were parking there too."
  • "I was late."
  • "I could not find another parking space."
  • "There was no sign that said I could not park there."
  • "I was only parked there for a few minutes. I had my flashers on."
  • "I have always parked there and you never gave me a citation before."
  • "Other cars were parked there and they did not get a citation."
  • "I do not agree with the policy or regulation."
  • "The guard told me it was OK to park there."

2.4. Towing

Vehicles are subject to towing at the owner's expense for any violation of university parking and registration rules. Towing offenses include, but are not limited to:

  • Parking in Fire zones
  • Parking in Handicapped spaces
  • Parking in reserved spaces
  • Three or more unpaid tickets
  • Use of counterfeit, lost, stolen or altered permits
  • Permit obtained by fraud
  • Refusal to remove vehicle during snow removal operations.

Private companies provide towing. Cost of towing and storage is paid directly to the towing company. The university does not benefit financially from the towing of vehicles.

By law, after the tow mechanism is attached the tow company is responsible for the vehicle even if it has not yet been removed from university property. Tow companies are expected to treat everyone professionally and courteously. All claims for damage must be made to the tow company directly.

2.5. Late Fees

Any citations left unpaid after ten (10) business days will be assessed a $15 late fee.

2.6. Reporting of Accidents/Theft

If you are involved in a motor vehicle accident, break-in, or theft on the Seton Hall University campus, you should report the incident to the Department of Public Safety as soon as possible.

3. Student Permits

Students with unpaid tickets will not be issued a permit until all tickets are paid in full. The following permits are available for students only:

3.1. Resident

Permits are issued to senior students residing in campus residence halls and are valid 24 hours a day for the current academic year (fall and spring semesters). The permit is valid from the first official day of Fall Semester until the day after graduation in the spring. Residents who are not classified as seniors who are affiliated with an academic program that requires off campus work may obtain a permit provided the appropriate dean certifies the need and are available on a semester-to-semester basis.

3.1.1. Fall Resident

Senior students residing in campus residence halls who require a resident permit for the Fall semester only may obtain a Fall Resident permit. The permit is valid from the first official day of Fall Semester until December 31 of the current year in which it was issued.

3.1.2. Spring Resident

Senior students residing in campus residence halls who require a resident permit for the Spring semester only may obtain a Spring Resident permit. The permit is valid from January 1 until the day after graduation in the spring.

3.1.3 Spring/Summer Resident

Senior students residing in campus residence halls who require a resident permit for the Spring and Summer semesters may obtain a Spring/Summer Resident permit. The permit is valid from January 1 until the day before the first official day of Fall Semester of the next academic year.

3.1.4 Annual Resident

Senior students residing in campus residence halls who require a resident permit for the academic year as well as the summer following the spring semester may obtain an Annual Resident permit. The permit is valid from the first official day of Fall Semester until the day before the first official day of Fall Semester of the next academic year.

3.2. Weekend Resident

Permits are issued to any student residing in campus residence halls and are valid from 5 p.m. Friday until 5 p.m. Sunday of a given weekend. Permits may be purchased per semester. Weekend Resident Permits do not count against the five weekday permits available to resident students.  Fall permits are valid from the first weekend after the first official day of Fall Semester until last weekend in December of the current year it was issued. Spring permits are valid the first weekend after the first official day of Spring Semester until the last weekend prior to graduation in May.

3.3. Ora Manor

Permits for resident parking at Ora Manor are issued through a lottery/waitlist to Ora Manor residents. The Ora Manor permit is valid on the main campus from 6 a.m. until 2 a.m. seven days a week and at Ora Manor for 24 hours a day. No overnight parking is allowed on the main campus with an Ora Manor permit unless specifically directed to do so by Parking Services or Public Safety. Parking at Ora Manor is subject to Ora Manor rules and regulations and is not guaranteed.

3.4. Turrell Manor

Permits for resident parking at Turrell Manor are issued to Turrell Manor residents using the same eligibility requirements used for issuing any Resident permit. Parking at Turrell Manor is very limited and is not guaranteed. A Turrell Manor permit will allow for parking overnight on the main campus if parking is unavailable at Turrell Manor. Parking in 519 and 525 South Orange Ave lots are only permitted.

3.5. Commuter 

Commuter permits are issued to students who do not reside in one of the campus residence halls or apartments. Commuter permits restrict parking on campus between 2 a.m. and 6 a.m. No parking is permitted between 2 a.m. and 6 a.m. except when the permit holder is using the library. The permit is valid from the first official day of the Fall Semester until the day after graduation in the spring.

3.5.1. Fall Commuter

Students commuting to campus who require a commuter permit for the fall semester only may obtain a Fall Commuter permit. The permit is valid from the first official day of the Fall Semester until December 31 of the current year in which it was issued. Commuter permits are issued to students who do not reside in one of the campus residence halls or apartments. No parking is permitted between 2 a.m. and 6 a.m. except when the permit holder is using the library.

3.5.2. Spring Commuter 

Students commuting to campus who require a commuter permit for the spring semester only may obtain a Spring Commuter permit. The permit is valid from January 1 until the day after graduation in the spring. Commuter permits are issued to students who do not reside in one of the campus residence halls or apartments. No parking is permitted between 2 a.m. and 6 a.m. except when the permit holder is using the library.

3.5.3. Spring/Summer Commuter 

Students commuting to campus who require a commuter permit for the spring and summer semesters may obtain a Spring/Summer Commuter permit. The permit is valid from January 1 until the day before the first official day of the Fall Semester of the next academic year. Commuter permits are issued to students who do not reside in one of the campus residence halls or apartments. No parking is permitted between 2 a.m. and 6 a.m. except when the permit holder is using the library. 

3.5.4. Annual Commuter

Students commuting to campus who require a commuter permit for the academic year as well as the summer following the spring semester may obtain an Annual Commuter permit. The permit is valid from the first official day of the Fall Semester until the day before the first official day of the Fall Semester of the next academic year. Commuter permits are issued to students who do not reside in one of the campus residence halls or apartments. No parking is permitted between 2 a.m. and 6 a.m. except when the permit holder is using the library.

3.6. Evening

Evening permits are issued to students who do not reside in one of the campus residence halls or apartments and whose classes begin at 4 p.m. or later on weeknights or any time on weekends. Parking is permitted between 4 p.m. and 2. a.m. only and on weekends from 6 a.m. until 2 a.m. Parking is permitted between 2 a.m. and 6 a.m. for library use only. The permit is valid from the first official day of the Fall Semester until the day after graduation in the spring.

3.6.1. Fall Evening

Students commuting to campus who require an evening permit for the fall semester only may obtain a Fall Evening permit. The permit is valid from the first official day of Fall Semester until December 31 of the current year in which it was issued. Evening permits are issued to students who do not reside in one of the campus residence halls and whose classes begin at 4 p.m. or later on weeknights or any time on weekends. Parking is permitted between 4 p.m. and 2 a.m. only and on weekends from 6 a.m. until 2 a.m. No parking is permitted between 2 a.m. and 6 a.m. except when the permit holder is using the library.

3.6.2. Spring Evening 

Students commuting to campus who require an evening permit for the spring semester only may obtain a Spring Evening permit. The permit is valid from January 1 until the day after graduation in the spring. Evening permits are issued to students who do not reside in one of the campus residence halls and whose classes begin at 4 p.m. or later on weeknights or any time on weekends. Parking is permitted between 4 p.m. and 2 a.m. only and on weekends from 6 a.m. until 2 a.m. No parking is permitted between 2 a.m. and 6 a.m. except when the permit holder is using the library.

3.6.3. Spring/Summer Evening 

Students commuting to campus who require an evening permit for the spring and summer semesters may obtain a Spring/Summer Evening permit. The permit is valid from January 1 until the day before the first official day of Fall Semester of the next academic year. Evening permits are issued to students who do not reside in one of the campus residence halls and whose classes begin at 4 p.m. or later on weeknights or any time on weekends. Parking is permitted between 4 p.m. and 2 a.m. only and on weekends from 6 a.m. until 2 a.m. during the spring semester. During the summer parking is permitted between 6 a.m. and 2 a.m. No parking is permitted between 2 a.m. and 6 a.m. except when the permit holder is using the library. 

3.6.4. Annual Evening 

Students commuting to campus who require an evening permit for the academic year as well as the summer following the spring semester may obtain an Annual Evening permit. The permit is valid from the first official day of Fall Semester until the day before the first official day of Fall Semester of the next academic year. Evening permits are issued to students who do not reside in one of the campus residence halls and whose classes begin at 4 p.m. or later on weeknights or any time on weekends. Parking is permitted between 4 p.m. and 2 a.m. only and on weekends from 6 a.m. until 2 a.m. during the fall and spring semesters. During the summer parking is permitted between 6 a.m. and 2 a.m. No parking is permitted between 2 a.m. and 6 a.m. except when the permit holder is using the library. 

3.7. Summer Commuter

Summer permits are valid from the first day after graduation in the Spring Semester until the day before the first official day of Fall Semester of the next academic year. Parking is permitted between 6 a.m. and 2 a.m. daily.

3.7.1. Summer Resident

Permits are issued to any student residing in campus residence halls. Summer permits are valid from the first day after graduation in the Spring Semester until the day before the first official day of Fall Semester of the next academic year. Parking is permitted 24 hours a day for residents.

3.8. Multi-vehicle

A student who drives more than one (1) vehicle during the semester may register up two (2) vehicles for a Multi-vehicle/Carpool permit. Only vehicles belonging to an immediate family member may be registered. These vehicles are subject to the General Rules and Regulations for parking violations. ONLY one vehicle associated with the Multi-vehicle/Carpool permit can be driven on campus at a time. Resident students are not eligible for Multi-vehicle/Carpool permits.

3.9 Carpools

Two or more drivers may register for a Multi-vehicle/Carpool permit by bringing their valid vehicle registrations into parking services. ONLY one vehicle associated with the Multi-vehicle/Carpool  permit can be driven on campus at a time. Carpool violations are adjudicated strictly by the appeals board. Resident students are not eligible for Multi-vehicle/Carpool permits.

3.10. Student Worker 

Students who work at 519 or 525 South Orange Avenue are permitted to park in those lots during normal business hours with the approval of their supervisor. Students eligible for this permit must also be eligible for either a commuter, evening or resident permit.

3.12. Refund Policy

If a permit is returned by the end of Add/Drop after the start of the Fall semester a full refund will be issued. Permits returned between the day after Add/Drop has ended during the start of the Fall semester and by the end of Add/Drop after the start of the Spring semester will be issued a 50% refund. Any permit returned after Add/Drop has ended, or later, after the start of the Spring semester will not be issued a refund. For permits purchased in the Spring semester or for the Fall semester only, if the permit is returned by the end of Add/Drop after the start of the given semester a full refund will be issued. Permits returned after Add/Drop has ended or later will not be issued a refund. For permits purchased for the Summer session only, if the permit is returned within 3 business days after the start of the May intersession a full refund will be issued. Permits returned on the 4th day or later will not be issued a refund. Temporary Daily and/or Overnight permits are not refundable after purchase.

4. Faculty / Employee Permits

All faculty and employees must purchase a permit to park on campus. Payment may be made through payroll deduction. Individuals with unpaid tickets will not be issued a permit until all outstanding tickets are paid. Temporary employees must purchase a $14.00 weekly temporary permit to park on campus. The following permits are available for faculty and employees only:

4.1 Faculty Permit

Issued to all full-time, tenure and tenure track faculty members assigned to the South Orange campus. The permit is valid from the first official day of Fall Semester until the day before the first official day of the Fall Semester of the next academic year and allow for overnight parking when traveling on University business. 

4.2 Adjunct Faculty Permit 

Issued to all adjunct faculty members assigned to the South Orange campus. The permit is valid from the first official day of Fall Semester until the day before the first official day of the Fall Semester of the next academic year and allow for overnight parking when traveling on University business. Adjunct Faculty permits are not valid and should not be used in parking lots or spaces designated for Faculty permits.

4.3 Employee Permit

Issued to all administrators and staff members assigned to the South Orange campus. The permit is valid from the first official day of the Fall Semester until the day before the first official day of the Fall Semester of the next academic year and allow for overnight parking when traveling on University business.

4.4 Faculty/Employee Permit Fees

Issued to all administrators and staff members assigned to the South Orange campus. Permits are valid from September 1 through August 31 and allow for overnight parking when traveling on University business.

4.5. Refund Policy

Permits returned before the end of the add-drop period of the fall semester will receive a full refund. If a permit is returned after add-drop during the fall semester and before the end of add-drop during the spring semester a 50% refund will be issued. Any permit returned on or after the end of add-drop during the spring semester will not receive a refund. For permits purchased during the Summer session only, if the permit is returned within 3 business days after the start of the May intersession a full refund will be issued. Permits returned on the 4th day or later will not be issued a refund. Temporary Daily and/or Overnight permits are not refundable after purchase.

5. Motorcycle Permits

Motorcycles require a valid permit. Motorcycles used as primary vehicles are charged the full permit fee. Motorcycles may also be added as a secondary vehicle for any employee permit. New Jersey sales tax will be charged where applicable.

6. Temporary Permit

Temporary permits may be obtained for special reasons for limited time periods totaling no more than five (5) days per semester to the individual and/or vehicle. Any parking needs beyond these limitations will require the purchase of a permit if eligible (exceptions must be submitted in writing to Parking Services for prior approval). The permit cannot be issued at either of the two entry gates.

For persons with a valid permit, temporary permits will be issued for the following reasons: (1) disabled vehicle (with valid proof); (2) medical appointments (with prior approval from the Office of Disability Support Services); (3) family emergency and/or (4) overnight parking. Reasons not meeting the above criteria will be dealt with on an individual basis. For those persons who do not poses a valid permit, up to five temporary permits, totaling no more than five (5) days per semester, will be issued at a cost of $14 per day. Temporary Daily and/or Overnight permits are not refundable after purchase. Bringing a vehicle to campus without prior approval does not guarantee automatic issuance of a permit.

6.1. Resident Student

A resident student who is not eligible for a resident permit may receive a temporary permit from Parking Services during business hours or online through PirateNet and NuPark. The permit can be issued in any combination of days but cannot exceed more than five (5) days in a given semester to the student and/or vehicle; unused days cannot be carried over to the next semester. A student may not register another student's vehicle in order to obtain a permit. Penalty for all parties involved includes a $200 fine for each person, cost of boot or tow, cost of any additional citations issued, plus loss of parking privileges for an academic year.

Students with a resident permit who may need to bring a different vehicle to campus must update their vehicle information online through PirateNet and NuPark. If both vehicles are discovered to be on campus at the same time will receive citations and parking privileges may be revoked.

Resident students who are hosting an overnight guest are responsible for ensuring a temporary permit for the guest's vehicle is obtained. The host will be responsible for any violations incurred by their guests. Previously unidentified citations as well as future citations issued to a guest's vehicle will also be assigned to that host. All Housing and Residence Life guest policies must be complied with prior to requesting the permit.

Weekend Resident Permits do not count against the five (5) weekday permits.

6.2. Commuter Student

A commuter student without a vehicle permit may obtain a temporary permit for special reasons for limited time periods. The permit can be issued in any combination of days but cannot exceed more than a total of five (5) days in a given semester. Any parking needs beyond these limitations will require the purchase of a permit if the requestor is eligible. A student may not register another student's vehicle in order to obtain a permit. Penalty for all parties involved includes a $200 fine for each person, cost of boot or tow, cost of any additional citations issued, plus loss of parking privileges for an academic year.

A commuter student who will be the overnight guest of a resident student must obtain an overnight permit after complying with the Housing and Residence Life guest polices.

Students with a commuter permit who may need to bring a different vehicle to campus must update their vehicle information online through PirateNet and NuPark. If both vehicles are discovered to be on campus at the same time will receive citations and parking privileges may be revoked.

6.3. Faculty / Employee

To obtain a temporary permit for a vehicle that is not registered with Parking Services the requestor must report to Parking Services. The permit can be issued in any combination of days but cannot exceed more than five (5) days in a given semester to the faculty/employee and/or vehicle. If a temporary permit is required for more than five (5) days additional information and documentation may be required.

Faculty and Employees with an employee permit who may need to bring a different vehicle to campus must update their vehicle information online through PirateNet and NuPark. If both vehicles are discovered to be on campus at the same time will receive citations and parking privileges may be revoked.

7. Other Permits

These permits are issued to visitors, recreation center members and vendors/contractors who are considered persons not affiliated with or active members of the university. They are guests or providing a service to the university.

7.1. Handicapped Permit (Issued through appropriate State Agency)

Handicapped parking requires registration with the appropriate state agency. The handicapped individual must accompany the vehicle in order to qualify for handicapped parking. The availability of handicapped spaces is not guaranteed. Lack of handicapped spaces does not authorize the driver to park illegally. Parking in the hashmarks of a handicapped space is strictly prohibited and will subject the driver to citations in addition to booting and/or towing.

7.2. Guest Permit

Any person who is not a student, faculty member, employee, recreation center member or a regularly contracted vendor/contractor is considered a guest and will be issued a guest permit at either of the entry gates. The permit is good for one day only and invalid after 11:59 p.m. Students, faculty, and employees may not receive a guest pass for their use. Those community members found to be obtaining guest permits will be issued citations which will be not be eligible to be appealed.

7.3. Recreation Center

Membership at the recreation center is established by the Athletic Department. Parking Services will issue a parking permit to the recreation center designee for eligible members. These permits are only valid for the normal operational hours of the Recreation Center.

7.4. Vendor

Regularly contracted vendors performing work for the university on a continuous schedule will be issued a permit after completing the necessary requirements set forth by Public Safety. These permits will have the same hours available to an employee.

7.5 Contractor 

Regularly contracted contractors performing work for the university on a continuous schedule will be issued a permit after completing the necessary requirements set forth by Public Safety. These permits will have the same hours available to an employee.

8. Proper Display of Permit

Each type of permit must be displayed properly; failure to do so may result in the issuance of a citation for improper display of permit.

8.1. Virtual Permit

A virtual permit is the legally registered license plate for your motor vehicle registered with Seton Hall.

8.2. Hangtags

The hangtag must be suspended from the rearview mirror with the number-colored side facing out. It must not be obstructed from view.

8.3. Window Decal

The decal must be affixed to the outside of left rear window. Decals taped to the window or displayed in any other manner are invalid and will result in a citation.

8.4. Dashboard Permit Placards

The placard must be displayed on the driver's side dash and clearly visible. Any obstruction that prevents Public Safety personnel from reading the information will result in a citation.

Definitions of Lot Descriptions

General – Legal parking allowed with an appropriate permit.
Reserved – Legal parking allowed with the specified permit category and/or license plate number.
Handicapped – State issued permanent or temporary permit MUST be displayed in addition to appropriate parking permit. If the permit holder is not authorized to park in a specific lot they cannot use the ADA space in that lot.

  • If there are not ADA spaces available the permit holder is NOT authorized to park in a reserved space.
  • Permit holder cannot park in areas prohibited by NJ 2C.39:4-138 (i.e. within an intersection, on a crosswalk, in any area appropriately marked “no parking”, within 50 ft. of a stop sign, within 10 ft. of a fire hydrant, ext.)
